Ceriani (Deputy-minister of Economic affairs): the verification of gaming systems is up to Sogei, no penalties for suppliers

The responsibility for the compliance verification of VLT systems and of its games is assigned to Sogei, as a technological partner of the Customs Agency and of the Monopolies. Starting from the end of 2009 until now Sogei began and completed 68 compliance verification processes relating to 19 different gaming systems/platforms and 354 compliance verification processes related to games, which was followed by the issue, by the Customs Agency and the Monopolies, of the respective conformity certicates. Vieri Ceriani, deputy-minister of economic affair, explained it responding to a question presented by Cesario on the legal system of the manufacturers of VLT gaming machines and tests execution.

"The gaming system itself can (and should) be subjected, with the passing of times, to more testing processes, which are required as a result of evolutionary modifications of the system itself (changes required by the introduction of new rules or by initiative of the dealer intself for commercial purposes), as it may be required by the dealer, at any time, the verification of new games", Ceriani continued. "The game systems submitted with the passing of times to compliance verifications and analyzed by Sogei are platforms already used in other European and world markets that, however, are not 'appropriate' neither to the architectural model typical of the Italian market nor to the provisions of the national legislation and of the technical regulations in force; it makes long and laborious the compliance verification process, in consideration of the time needed for producers to make the adjustments that, in some cases, may require complex architectural changes and the development of specific software versions for the Italian market".

"To carry out the compliance verifications, Sogei set up special laboratories developing, also through the acquisition of appropriate professional resources coming from the market as well as through specific training and personnel certification ways, the skills needed to the fulfilment of the activity. "As regards any possible administrative sanctions in cases of unskilfulness or suppliers' technical negligence of VLT systems, is suitable to specify that "the network concessionaire is the single interlocutor of Customs Agency and Monopoly and there are no direct administrative sanctions concerning the cases of unskilfulness technical negligence towards the producer subjects . The direct consequence for the gaming systems producers, in case of loss of the requirements required by the list , is the cancellation from the list itself. "
