Green light to the decree on Videogames (Comma 7) by European Commission: operators disappointed and worried

The stand still in the European Commission of the Italian (draft) decree on videogames and ticket redemptions has expired, but the operators are worried about the new rules. Someone had hoped until the last moment that observations would be presented in order to lengthen the stand still period or to establish the text amendment. The fact is that the storage period in the European Commission, in Brussels, of the draft decree on ticket redemptions, ie the devices 'without cash prizes' as it is reaffirmed in the measure, ended yesterday, on August the 10th. THE CONTENT - The draft of technical regulations, which will be adopted by ministerial decree, consists of three chapters, for a total of 10 articles. Chapter I - 'General provisions', identifies the purpose of the decree and the nomenclature used for its implementation. Chapter II – 'Technical rules of production', specifies minimum requirements of each device, additional requirements for the devices identified by the nomenclature as 7a, 7c, 7c-bis and 7c-ter, the format and content of the explanatory note that must be prepared by manufacturers or importers for each device, and those of the maintenance record that may be set and stored by the device holder; It establishes the obligation to put outside of each device a plate bearing, in Italian, specific information about the game. Chapter III - 'Technical Check', describes the provisions for implementation and the purposes of the technical check needed to enable the manufacturer or importer of the devices to obtain the certificates of permission required by the current legislation. In this regard, a simplified verification is provided for simplest kind of devices, only consisting of the document review. CRITICISM – Operators accepted with disapppointment and concern the Community green light. "Through Sapar, the National Association of gaming operators, - Roberto Marai, owner of Farogames, explains - we tried in every way to intervene in the European Commission through the submission of a complaint. We are concerned about this new form of classification of paragraph seven and we don't see any positive aspect." A long time ago the amusement operators criticize the regulatory restriction in which they are forced: "We think that the field should not depend on ineffective and inappropriate Monopolies, leaving it going increasingly adrift," Marai continues. "Paragraph 6 have degraded the revenue of entertainment field, which on the contrary should be helped by the various ministries. Among all, I would see in productive activities the Ministry of reference to help a field that is languishing even because it is harnessed by inappropriate regulations. Now, even table – football will need an authorization with the new decree! I'm considering to leave this job".
